The Bureau
of Customs and Border Protection (CBP) issued a notice that announces
changes to the National Customs Automation Program (NCAP) test concerning
periodic monthly deposit of estimated duties and fees. Participants in the
Periodic Monthly Statement test are no longer required to provide a bond
rider covering the periodic payment of estimated duties and fees.
Nonpayment or untimely payment of estimated duties and fees, however, may
result in action by CBP to impose sanctions on the delinquent importer of
record or to allow the surety to terminate its basic importation bond. If
the bond principal is a participant in the Periodic Monthly Statement
test, sureties will now be allowed, under certain conditions, to terminate
bonds with 3 business days notice to the bond principal and CBP. The
elimination of the requirement to provide a bond rider covering the
periodic payment of estimated duties is effective immediately.
The Office
of the United States Trade Representative (USTR) issued a notice that
pursuant to section 303 of the Trade and Tariff Act of 1984, USTR is
required to publish annually the National Trade Estimate Report on Foreign
Trade Barriers (NTE). With the notice, the Trade Policy Staff Committee (TPSC)
is requesting interested parties to assist it in identifying significant
barriers to U.S. exports of goods, services and overseas direct investment
for inclusion in the NTE. Particularly important are impediments
materially affecting the actual and potential financial performance of an
industry sector. The TPSC invites written comments that provide views
relevant to the issues to be examined in preparing the NTE. Public
comments are due not later than Wednesday, November 16, 2005.
The Office
of Foreign Assets Control (OFAC), Department of Treasury announced
revisions to their watch list on September 19, 2005. Entities have been
added in the notice and information on existing parties on the watch list
has been updated with new addresses and branch offices.
