NEWS:
The Customs and
Border Protection ("CBP'') issued interim amendments to the CBP
regulations to update, restructure, and consolidate the regulations
relating to the country of origin of textile and apparel products. The
interim amendments reflect changes brought about, in part, by the
expiration on January 1, 2005, of the Agreement on Textiles and
Clothing ("ATC'') and the resulting elimination of quotas on the
entry of textile and apparel products from World Trade Organization
("WTO'') members. The primary regulatory change set forth in this
document is the elimination of the requirement that a textile declaration
be submitted for all importations of textile and apparel products. In
addition, to improve the quality of reporting of the identity of the
manufacturer of imported textiles and apparel products, the interim
amendments include a requirement that importers identify the manufacturer
of such products through a manufacturer identification code (MID'').
Interim rule effective October 5, 2005; comments must be received by
December 5, 2005.
The Committee for
the Implementation of Textile Agreements (CITA) announced that it is
extending until November 30, 2005, the period for making a determination
on whether to request consultations with China regarding imports of cotton
and man-made fiber sweaters (category 345/645/646), cotton and man-made
fiber dressing gowns and robes (category 350/650), men's and boys' wool
trousers (category 447), and knit fabric (category 222).
“The U.S. has not
hesitated to use the textile safeguard mechanism as permitted under
China's WTO accession agreement; however, we are seeking a longer-term
solution that will permit the orderly development of textile and apparel
trade,” said Deputy Assistant Secretary of Commerce and CITA Chairman
James C. Leonard, III. “We have made progress in our consultations with
the Chinese government and will meet again soon to continue those
consultations. Today's action demonstrates our intent to consult in good
faith, but we will not accept a bad deal for
U.S.
industry.”
D-TRADE: The
new D-Trade v2.01 is available for submissions starting Friday October 7,
2005. As of that date, the DSP-5 v2.0 will no longer be accepted.
The new version of
D-Trade contains the Forms Upgrader utility. The Forms Upgrader can be
used to "upgrade" DSP-5 version 2.0 only. Any previous versions
of the DSP-5 (i.e., version 1.08) will be rejected.

version of the DSP-5 v2.01 is available for downloading.
If you are a past
user of the PureEdge Form Viewer v5.1, it is recommended that you keep
this viewer on your hard drive. If you do not, you will not be able to
view the earlier DSP-5 v1.08 and lower version forms you have saved on
your PC.
The Office of
Foreign Assets Control (OFAC), Department of Treasury announced
revisions to their watch list on September 29, 2005. Entities have been
added in the notice and information on existing parties on the watch list
has been updated with new addresses and branch offices.
