NEWS:
The Bureau
of Industry and Security (BIS) is reviewing the foreign policy-based
export controls in the Export Administration Regulations to determine
whether they should be modified, rescinded or extended. To help make these
determinations, BIS is seeking comments on how existing foreign
policy-based export controls have affected exporters and the general
public. Comments must be received by November 14, 2005.
New ATF
Form 4473 - Firearms Transaction Record - Requirement for Federal Firearms
Licensees
All Federal
Firearms Licensees (FFL) are to begin using the new ATF Form 4473 on
Monday, October 17, 2005. At this time, every FFL should be in receipt of
the new forms (OMB No. 1140-0020). The new forms are required to be used
beginning October 17, 2005, as previous versions will be obsolete. If any
FFL is not in receipt of new ATF Forms 4473, he or she should immediately
contact their local ATF office. If any FFL has received new forms but wish
to place an additional order, please contact the Distribution Center at
(703) 455-7801
The
Trade Policy Staff Committee (TPSC) is seeking the views of interested
parties on the operation of the Caribbean Basin Economic Recovery Act (CBERA),
as amended by the Caribbean Basin Trade Partnership Act (CBTPA) (19 U.S.C.
2701 et seq.). Section 212(f) of the CBERA, as amended, requires the
President to submit a report to Congress regarding the operation of the
CBERA and CBTPA (together commonly referred to as the Caribbean Basin
Initiative, or CBI) on or before December 31, 2001, and every two years
thereafter. The TPSC invites written comments concerning the operation of
the CBI, including comments on the performance of each CBERA and CBTPA
beneficiary country, as the case may be, under the criteria described in
sections 212(b), 212(c), and 213(b)(5)(B) of the CBERA, as amended. This
information will be used in the preparation of a report to the U.S.
Congress on the operation of the program. Public comments are due at USTR
no later than 5 p.m., November 4, 2005.
