Agency:
Bureau of Export Administration
Contract Name: Export Control Information via
the Internet
Project Description/ Solution:
The purpose of the project was to
allow the Bureau of Export Administration (BXA) to accept license application
forms and reporting requirements via the Internet/World Wide Web. Pre-authorized
exporters are able to submit export applications and other data to the BXA
directly over the Internet without the need for special software or additional
cost to them, beyond that required, for, a connection to the Internet, use of
the World Wide Web, and a web browser.
The
OCR approach to meeting the Department Of Commerce requirements and objectives was based on
implementing and operating a turnkey system which provided license applications
and reporting requirements via the Internet. This was accomplished via a HP - UX
10.20 Series 800, a Windows NT security server, Oracle as the data management
and retrieval system and a CGI - BIN Perl application. Internet connectivity was
provided by AT&T network via a dedicated T - 1 line. All Windows and Mac
microcomputers are readily able to access the system via web browsers. This
approach effectively addresses all stated requirements at a reasonable cost. It
also provided a robust and extensible solution that easily accommodates
additional requirements in the future. Some of the forms and associated programs
OCR creates are mentioned below:
·BXA-748-P Multipurpose Application Form
·BXA-748-P-A Item Appendix
·BXA-748-P-B End User Appendix
·BXA-742-R Multipurpose Reporting Form
·BXA-742-S Reporting Supplemental
These
forms are used to submit
· Export License Application
· Re-export of Previously Exported Commodities
· Commodity Classification request
· Advance Notification for High Performance Computer
Shipment
· Wassenar Report
· High Performance Computer Report
· Encryption Export Report
