Gerry Horner

Chief, Trade Regulations Branch (TRB), Economic Management Division (EMD), U.S. Census Bureau

Gerry Horner is currently the Branch Chief of the Trade Regulations Branch at the U.S. Census Bureau. With over 34 years at the U.S. Department of Commerce, his responsibilities include overseeing formulation of Foreign Trade Regulations and managing the Census Bureau Voluntary Self Disclosure program, while contributing to regulatory transformations in both public and private sectors.


Nancy Fischer

Partner and Global Head of Regulatory, Pillsbury Winthrop Shaw Pittman LLP

Nancy Fischer is a partner in the Washington, D.C. office of Pillsbury Winthrop Shaw Pittman LLP and the Global Head of the firm’s Regulatory practices. She is consistently recognized by Chambers and other publications as a leading authority on international trade law.

 

Nancy advises a global clientele on international trade matters and dispute resolution and the impact of U.S. regulations on worldwide trade and investments. She provides guidance on export controls; economic sanctions; CFIUS reviews; FCPA and other anti-bribery laws; trade remedies; customs laws; and WTO and NAFTA disputes. Nancy has represented large industry coalitions in disputes, including a group of nuclear utilities in the first antidumping matter before the U.S. Supreme Court.


Howard Mendelsohn

Chief Client Officer, Kharon

Howard is the Chief Client Officer at Kharon. In this capacity, Howard works closely with business, compliance, and legal professionals to strengthen programs and controls for managing risks at the intersection of global security and commerce. Howard has over two decades of experience in combating illicit financial activity in both the government and the private sector. He served in the U.S. Treasury Department from 2001 to 2011, including as Deputy Assistant Secretary and Assistant Secretary (Acting) for Treasury’s Office of Intelligence and Analysis.


Brad Kabanuk

Founder and President, Content Enablers

Brad Kabanuk is the Founder and President of Content Enablers. In this capacity, Brad drives Content Enablers’ overarching strategy and business initiatives, and oversees the creative development and design process to maximize the user experience and presentation of training content.


Bill Wade

Vice President for Global Trade Compliance, L3Harris Technologies

William “Bill” Wade is Vice President for Global Trade Compliance of L3Harris Technologies. Bill is a retired Lieutenant Colonel from the United States Army with more than thirty years of military and civilian expertise. In his role, which he assumed in 2013, he leads the Global Trade Group in Washington, DC, reporting to the Senior Vice President, General Counsel. Bill possesses extensive knowledge of export and import compliance, with a focus on ITAR, EAR, and SAM regulations. He leverages his unique knowledge of both private industry and government experience to provide focused guidance, training, and assistance in matters related to company export and compliance. Bill’s mission is to impart the principles of Strategic Licensing, emphasizing “Product, End Use, and End User,” to ensure compliant, customer-centric Trade Control services and timely support for international business.

 

Bill serves as L3Harris’s lead Empowered Official and is actively involved in industry organizations such as the Aerospace Industries Association (AIA) and the Defense Trade Advisory Group (DTAG), where he has held leadership positions for over a decade. Bill’s extensive leadership experience extends beyond his professional roles, as he has served in various capacities within Alpha Phi Alpha Fraternity, Inc., demonstrating his commitment to community engagement and leadership development. Bill is a graduate of the Wharton School of Executive Leadership and Development.


Kathleen Lockard Palma

Vice President, Global Trade Controls, Boeing

Kathleen Lockard Palma is Vice President of Global Trade Controls at Boeing. Her team is responsible for ensuring compliance to global regulatory export and import requirements in partnership with the business units. Ms. Palma leads a team of global trade professionals in 13 countries.

 

Previously Kathleen served as GE’s lead lawyer for all export control, sanctions and customs matters. Before joining GE, Kathleen was an Associate in the International Trade Practice of Dewey Ballantine LLP (RIP). She served as Vice Chair of the President’s Export Council Subcommittee on Export Administration (PECSEA) during the Obama Administration. Kathleen is a graduate of the University of Chicago Law School and Georgetown University, School of Foreign Service.
